According to the by-laws first approved in 1934, the purpose of the Federation is "to strengthen existing lodges, to encourage close cooperation among them, to aid in the formation of new lodges, to facilitate the exchange of ideas among lodges, to form study classes in the Federation area, to arrange for the interchange of Federation lecturers and to cooperate in the selection and routing of National lecturers."

The Federation sponsors an annual convention every spring, and mini-conventions at other times of the year when possible. Membership in the Federation is composed of the lodges and study centers within the state of Florida who have been granted charters by the International Theosophical Society (Adyar) and approved by the American Section, and who follow the by-laws of the Federation. All members of the Theosophical Society who live in Florida belong to the Florida Federation. They receive its mailings and are entitled to its benefits.
